What it usually is: It is being asked to do a job the house does not need. Ask what else it could be before spending anything on what it is.

Try this first

Test · reversible: Give the room one small job it has never had, for one week, with only what the house already holds: a chair and a lamp for reading, a table for the sewing, a rail for tomorrow's clothes.
It is working if: Someone goes in and does that job at least three times in the week without being reminded.
What would change our mind: If nobody goes in even with a job waiting, the job was never the problem — getting there is. Check the way in: a blocked door, no light at the switch, the cold, or a room that still looks like storage.
